Following on from the announcement in the Queen's Speech in November
2006. This amazing result was because of huge pressure, from both inside
and outside Parliment, from MPs and the public. Thank you to everyone
who took part in a BIG ASK action as part of Friends of the Earth's
national Climate Change Campaign. We look forward to your continued
support in our campaign to make the Bill as strong as we want it to be
and as strong as the Planet needs it to be.

A strong climate law?
Let's make it happen
In October 2006 Sir Nicholas Stern published "The Stern Review, the
Economics of Climate Change." It says "there is still time to
avoid the worst impacts of climate change, if we take strong action
now" and "the costs of stabilising the climate are significant
but manageable; delay would be dangerous and much more costly."
This Review is important because it is the first time that the cost of
climate change in economic terms has been investigated by a world
respected economist. Politicians across the world are now more likely to
act now because it has now been clearly shown that any delay will be
costly in money terms.
On Friday 2nd February 2007 the Intergovernmental Panel on Climate
Change (IPCC) published "Climate Change 2007: The Physical Science
Basis." This Report has removed all doubt that climate change is
happening now, happening faster than previously thought and that human
activities are the cause. This is the first of the IPCC's Reports this
year.
We support the Kyoto Protocol and
encourage policies that will reduce carbon dioxide emissions. Our
climate change challenge encourages individuals to make a difference by,
for example reducing their car use or changing their electricity
supplier to one that produces power from renewable sources.

Nottingham Declaration
The Nottingham Declaration commits
councils
to taking action on climate
change, and has been signed by
over 130 local authorities. Hammersmith
and Fulham have not yet done
so. It really represents a bare
minimum of action, and is the sort
of step that the government should
be making mandatory. Getting the
Council to meet the aims of the
Declaration is included as one of the
aims of the group in the
"Steps to a Greener Hammersmith and
Fulham" document.

Re. The Nottingham Declaration on Climate Change
Dear Councillor
The recently published Stern Review Report on
climate change makes it clear that “the benefits of strong and early action
far outweigh the economic costs of not acting”. Combating climate change will
require expenditure equivalent to around 1% of global GDP each year, whereas
doing nothing will result in damage equivalent to 5% of global GDP year on year,
potentially rising to 20% or more. Economic catastrophe is just one impact of
“business as usual”; falling global crop yields leading to widespread
famine, hundreds of millions of displaced people, and enormous levels of species
extinction would also be inevitable.
However, the worst impacts of climate change can
be avoided if we take action now. Individuals and all levels of government have
a social and moral responsibility to reduce their emissions sufficiently to
prevent dangerous climate change, and to prepare their area for the effects of
climate change. The Nottingham Declaration publicly commits Local Authorities to
the preparation of plans and strategies that will do this, and contribute to
central government targets on reducing emissions. Over 130 local authorities
have signed the Declaration, including 12 London Borough Councils. Yet
Hammersmith and Fulham London Borough Council is not one of them. I ask you to
encourage the Council to sign this declaration as soon as possible. Doing so
will help Hammersmith and Fulham take responsibility for climate change, and
gain from lower energy costs, warmer homes and the benefits of technological
innovation and a cleaner environment.

the Declaration and start taking the steps necessary to reduce Hammersmith and
Fulham’s contribution to climate change, which are currently a staggering
1.237 million tonnes of carbon dioxide a year. Please also consider implementing
the Merton Rule for 10% renewable energy in the new planning framework. I look

*Big Ask. Big Month. Big
Lobby*
The Big Ask campaign has been running for just over a year now. It is
the biggest campaign Friends of the Earth has ever undertaken and so far
it has been a phenomenal success. As you can see above over half of the
646 MPs have signed up to support the campaign. But now is when we
really need to start building up the pressure. The best chance we have
or making our climate change bill into law is to have it included in the
Queen's Speech. In order to achieve this every MP in the country needs
to be aware that this is a vital issue with widespread support. So, we
have organised the Big Ask Big Month Big Lobby and we would like your
support. During the four weeks between 12 September and 12 October we
are aiming to ensure that every MP to have been visited or spoken to by
at least one constituent about the campaign.
Don't panic! We realise that this might sound like a slightly daunting
task. We'll be doing all we can to help everyone join in and make
this lobby a success:

packs: If you tell us you are willing to go and lobby your MP we
will send you a written briefing with everything you need to know
about organising a meeting, what to say and how to answer any
questions your MP might ask you.
Big Ask Big Month Big Lobby Training Events: We are organising
local training events with members of staff to help you learn more
about how to lobby your MP, and to give you a chance to talk through
the relevant issues. We will let you know when and where the nearest
one to you will be.
Attend the next HFFOE meeting in August to join in this training
event.
Big Ask Big Month Big Lobby Message Boards: Have you ever
wondered who else is green in your constituency? We've set up the Big
Ask Message boards for people to network with others in their area who

Big Ask Summer of Action
update
May and June have seen Friends of the Earth groups and supporters out
and about across London in support of The Big Ask Climate Change
campaign. They’ve been putting pressure on London MPs who haven’t
yet signed up in support of the Climate Change Bill – which would set
a legal framework for bringing down the UK’s greenhouse gas emissions
by 3% per year. Specifically, the aim has been to get as many MPs as
possible to sign Early Day Motion 178 in the House of Commons suporting
the Bill.
*Campaigning works*
In just a month of activism since the last Big Ask email bulletin, two
more London MPs have been persuaded to sign EDM 178 (Andy Love in
Edmonton and James Brokenshire in Hornchurch), which together with six
more nationwide takes us to a total of 374 MPs. Our tactic of
targeting MPs who haven't seen Climate Change as a priority issue, and
ensuring that they get as many postcards, letters and emails as possible
from their constituents in support of the Bill is really working.
Getting 400 MPs to sign the EDM by the Autumn is a real possibility.
There are a number of events already organised in the next month which
need extra volunteers to help. You don't need any previous
experience, we'll give you all the info and advice you need to help out.

Meetings on Climate Change
On
the 1st June 2005 I attended a public meeting on climate
change in Twickenham organized by
Richmond
and Twickenham Friends of the Earth.
It
was very interesting for me for several reasons. Firstly I am interested
in the issues, secondly I live in Twickenham so it’s interesting to
get a local view on things and also I was just interested in how these
public meetings could be run.
They
had several speakers who spoke for 10 minutes each giving different
perspectives from Friends of the Earth, the local MP, the local council,
developing countries, local wildlife, Heathrow Airport to what people
could do in there own lives and beyond.
After
this there was an opportunity for questions from the floor.
Katie
Elliott from Friends of the Earth showed how we need to cut emissions of
greenhouse gases by at least 60% by 2050. She emphasised the need for
binding year on year targets for governments, as set out in the Climate
Change Bill, to avoid short-term issues undermining the longer term need
to tackle climate change.
Tim Creber from Tearfund backed up the need for urgent action by pointing
out that the impacts of the changing climate could already be seen on
the ground in Africa and
South America
where the rains had failed. He reminded the audience that climate change
harms the poor disproportionately. He noted that we are likely to see
the mass migration of millions of people trying to escape to places with
habitable climates. He said we has a moral responsibility to reduce the
impact we have on the climate.
Doug
Napier, a senior ecologist reported that species were already on the
move because of the changes in temperature. Some, like the stag beetle
and nuthatch were moving northwards while invading species were arriving
from the south. Turtles were arriving in
UK
waters as they were warming up and potentially without a suitable beach
habitat essential for them to bread safely.
Dr
Vincent Cable MP said that he had been concerned about the changing
climate for nearly 20 years and was looking at how the tax system could
be used to encourage behaviour that protected the climate.
Gareth
Harper from HACAN noted the hypocrisy between government claims to care
about the climate and their plans to massively expand air traffic. If
unchecked, aircraft will be producing 30% of the
UK
's greenhouse gases by 2050. He urged the audience to continue to resist
airport expansion because of the noise, the air pollution and the impact
on the climate.
Naomi
Baker from Creative Environmental Networks reminded the audience that
over 25% of the country's greenhouse gas emissions come from housing.
She set out what householders could do cheaply to reduce their energy
bills and thereby helping to reduce their personal impact on the
climate. In particular, she showed how loft and wall insulation could
help cut energy waste. She also said that while solar panels were still
quite expensive government grants were available to make them more
affordable.

Thames
cabinet member for the Environment said that his administration would
take climate change very seriously. They would be proposing the adoption
of the Nottingham Declaration and the appointment of an Energy Manager
to help implement the all-party climate change task group's report.
One
of the organisers, Simon Tompsett of
Richmond
and Twickenham Friends of the Earth said: "It was pleasing to see
so many local people at this important meeting. For the first time,
environmental, development and wildlife groups have worked together to
address this very serious problem of climate change. If we don't start
to take tough action now the consequences will be truly catastrophic.
This Borough produces disproportionately more of a contribution to
climate change and despite having an educated local population people
are wasting money on gas-guzzling cars, patio heaters and exterior
lighting when they should be insulating their homes and reducing energy
waste. This meeting was a wake-up call and hopefully residents will
start to take the actions required to stop climate change becoming truly
disastrous."
For
me I was incredibly pleased to experience such a fabulous event which
was so well attended, with any big events getting people to attend is
always a concern. I knew the group had hired a large hall which is 23 meters
by 10 meters and can hold 320 people seated theatre style! So I was
pleased to see people entering as I arrived and hear quite a buzz around
the stalls as I entered. I’ve no idea how many people were actually
there and all the rows had people seated on them and there was a very
respectable attendance. So I asked Simon a few questions about how the
event was organized:

- How did you go about getting some many people at the event?
Simon - We
used quite a few e-mail lists to distribute the information e.g. the
Council keeps an LA21 list which has built up over the last 10 years or
so, plus the Green party, Lib-Dems, Fairtrade etc. We also had a bit of
coverage in the local paper (which could have been much better), and all
the leaflet drops by people like you. Tearfund also publicised it among
their volunteers.

- Do you have an idea of approximately how many people attended?
Simon -I think about 100 attended.
Paula
- Do you have any more top tips for organizing such an event?
Simon - Allow plenty of time – I started in January
-Try and spread the workload around several groups (I recruited
volunteers from
London
Wildlife Trust and Tearfund)
-Brief the speakers on how long they will have and make sure that they
don’t overlap content too much (also check whether they need a
projector – we only found out at the last minute)
-Plan the meeting in some detail (order of speakers, when to have
questions, when to set up and clear up etc)
-Have regular short and to-the-point meetings with those organising it

has given me contact details for the TearFund speaker who I thought was
especially inspiring as he really brought home how tragic climate change
is right now in developing countries. TearFund believe Climate change
threatens to undo decades of development work unless urgent action is

Putin says Moscow
moving towards backing Kyoto

MOSCOW, May 21 (Reuters) - Russia's
President Vladimir Putin on Friday came out in favour of rapid moves to
approve the Kyoto Protocol on global warming, Russian news agencies
said.
"We are in favour of the Kyoto process. We support it. We have a
few worries about the obligations which we will have to take on,"
Itar-Tass quoted him as telling a news conference.
The fate of the Kyoto Protocol has depended on Russian approval since
Washington pulled out in 2001, since it cannot come into force without
the backing of developed nations responsible for 55 percent of
greenhouse gas emissions.
"The fact that the EU has met us halfway in negotiations on the WTO
(World Trade Organisation) entry could not but have helped Moscow's
positive attitude to the question of ratifying the Kyoto Protocol,"
Interfax quoted him as saying.
"We will rapidly move towards ratification of this protocol,"
Putin added.
Minutes before Putin's announcement, Russia and the European Union
signed a deal on the terms of Moscow's entry into the WTO.

That this House urges Her Majesty's Government to take further urgent
action to significantly curtail the emissions of greenhouse gases,
especially carbon dioxide, and continuously to reiterate the grave

CLIMATE MOVIE SPARKS SPOOF NET CAMPAIGN
Environmental campaigners have taken up a
challenge from the
producers of the upcoming blockbuster The Day After
Tomorrow,
by launching a new website.
www.thedayaftertomorrow.org is a spoof on the dot com website
of the same name. The movie, to be launched on 28 May,
recounts a fictional disaster in which climate change brings
about a new ice age. The producers have stated that
campaigners
should take advantage of the film.
The parody website, launched today by
Greenpeace, has the same
look and feel as the official site for The Day after
Tomorrow.
It will roll out in at least six countries and four
languages. But the Greenpeace site lays the blame for
climate
change squarely at the feet of the U.S. administration
and oil company Esso by asking the question: "The
Day After Tomorrow - Who will you blame?"
"Millions of people will see this
film and want to do something
about the growing menace of global warming. When they
visit our site, they’ll learn about the real life disaster
of climate change - currently being directed by Esso
and produced by George W Bush," said Rob Gueterbock of
Greenpeace.
"This movie may be fiction, but climate change
is
real and we know who the bad guys are."
Visitors to the site can see
Greenpeace’s own movie trailer,
which features real impacts of climate change (special
effects), a factual update on the science and a chance
to "re-write the ending" by taking action.Greenpeace is also
launching a massive subvertising campaign.
More than a million movie-style stickers are now in
the hands of activists across the UK, ready to let the
public know who’s to blame for global warming. The environmentalists’
campaign comes as the Bush administration
attempts to stifle the film’s message. The New
York Times recently published an internal administration
memo showing how NASA scientists were ordered
not to comment on the film. NASA later rescinded the
order, after scientists protested.
The U.S. refuses to sign up to the only
international treaty
on global warming, the Kyoto Protocol, with President
Bush’s policies largely focussing on research with
no real cuts in C02. Most American scientists are clear
that global warming is happening and is caused by humans.
Esso, the world’s richest company, also refuses to
accept the
scientific consensus. The company pays front groups
to block action and invests nothing in clean, renewable
energy.

The good
news it that the Government has reaffirmed its commitment to go
further than Kyoto and to meeting its national target of a 20% cut in
CO2 by 2010 compared to 1990. To give industry time to adapt the
allocation plan is in two stages starting with a 14% reduction in
emissions from 2005 to 2008 - we are at approximately minus 7% at the
moment - then rising to 20% by 2010.

GOVERNMENT BOOST FOR RENEWABLE

Good news! The Renewable Obligation has been
extended from 2010 to 2015, with
a corresponding increase in the target from 10% to 15%.The Renewables
Obligation was introduced by the Government eighteen months
ago, to provide an incentive scheme for renewable energy. Under the existing Obligation, suppliers
will have to source 10% of their electricity
from renewable sources by 2010.This extension should help to get more
renewable projects on the ground in the UK.

UK'S FIRST
OFFSHORE WINDFARM IS UP AND RUNNING!
On Friday 21st November, the blades of 30 wind
turbines, 7 kilometres
off the coast of Wales in the Irish Sea started to turn.
This is history in the making as North Hoyle windfarm is Britain's
first major offshore windfarm. The wind turbines will generate
approximately 60 megawatts (MW) of power which will be fed
directly into the national grid.
A further 16 offshore windfarms have got the
go-ahead and some of
them are nearing completion. By 2005, there will be more than 500 offshore wind turbines, generating
over 1,000MW of power. This
is equivalent to 1 large coal fired power station - enough to power almost 1,000,000 homes.
